You change that in the settings some times locaal is not alway the best. Drive C: is all I have and it has nothing to do with my computer or my interent i know that for a fact. Steam downloads in chunks and then places the chunks in areas somehow this is really slow. I don't know why. I have had Steam on 2 different desktops and 3 different laptops. Gone through about different iternet companies one being fiber and they always seem to be slow.
